Legacy systems · product engineering · Chișinău
We take over software nobody else will touch.
Delphi. Objective-C. Firebird. Old .NET. The person who built it is gone — the system still runs your business. We keep it running, and move it forward when the time comes.
Fixed price on everything under a month. No retainer required to start.
What we do
Two problems we’re good at.
Every engagement starts with something small and fixed-price, so you find out what we’re like before you commit to anything.
Legacy modernization
“The person who built it is gone.”
Map it, stabilize it, then modernize what earns it
Delphi · Objective-C · Firebird · old .NET — the languages nobody hires for anymore. We map what’s there, stop the bleeding, then modernize the parts worth modernizing and leave alone the parts that work.

Custom software development
“We know what we want. Roughly.”
We write it down before we build it
Web platforms, mobile apps, multi-tenant SaaS. We start by writing down exactly what you’re building and what it costs — a document you can take to any team, including someone else.
- Concept Sprint1 week
- Product Blueprint3 weeks
Every first engagement is fixed price, one to four weeks, agreed before we start. You get a number on the first call — we don’t do the three-week proposal dance.
Modernization, concretely
What we move, and what we keep.
Rewriting everything is usually the wrong answer. Most systems need one layer replaced and the rest left alone.
Both run side by side during the transition. There is no cutover day. · Start with a codebase audit →
Track record
Some of it we can name.
Most of our work is under NDA. Here’s what’s public, and what our engineering lead built before Arco Dev.
Omni-channel CRM
One inbox across Messenger, Instagram DM and Telegram, with a lead pipeline and order flow behind it.
Digital bank — fiat & crypto
Multi-currency accounts, USDT wallets on TRON, virtual cards, full KYC and biometric login.
Legacy migration
College ERP: Delphi → Python + React
Migrated a college’s management system off a Delphi stack with zero downtime, keeping the existing Firebird database intact. Nothing was re-entered by hand. Modern auth, rate limiting and validation added on the way.
Native iOS · before Arco Dev
Burger King España · Glamour España
Our engineering lead built the official iOS apps for Burger King Spain and Glamour Spain (Condé Nast), plus the client for a global influencer platform — all in Objective-C, all shipped to the App Store.
Cloud security · before Arco Dev
Procore Technologies (NYSE: PCOR)
Security engineering on enterprise AWS: company-wide IAM automation with Okta and Britive, Zero Trust enforcement, and GitHub Advanced Security in CI/CD that cut manual vulnerability triage by over 60%.
Products in production
Fintech, logistics, e-commerce
A digital bank with fiat and crypto wallets, KYC and virtual cards. A lending platform with a Rust critical path on high-throughput balance calculation. A three-part e-commerce system with its own courier app. An iPad app for aesthetic medicine that works fully offline.
Who you’ll work with
You’ll know who’s working on it.
No middle agency layer, no bench of juniors, no account managers you’ll never meet. You talk directly with the co-founders — the one managing delivery and the one writing your code.
Iurie Manea
Co-founder · Engineering
Twenty years shipping production software. Delphi and Firebird since 2007, native iOS in Objective-C since 2010 — including two years at Endava, now NYSE-listed. Swift, Flutter and Python since. Being good at Delphi in 2026 is a strange thing, and a useful one.
Vasile Lipcan
Co-founder · Client work & delivery
I’m not the engineer. I handle scoping, estimates, contracts, and I stay on every engagement so there’s always someone to reach. My background is business development and marketing, plus enough WordPress and PHP to follow along. On anything technical, Iurie answers — that’s the whole reason there are two of us on your call.
How we’re different
Three things, and none of them are a slogan.
Founders do the work
Not “a founder oversees every engagement.” Both co-founders are on the first call — the one managing delivery and the one who’ll write your code, not brought in after you sign. No middle agency layer, no bench of juniors.
Fixed price before you commit
Every entry engagement has a number and an end date. If you don’t like the result, you’ve spent two or three weeks and learned something concrete about your own system.
We’ll tell you not to build it
About a third of the time the right answer is a smaller change, a different vendor, or nothing at all. We say so. It costs us a project and saves you a quarter.
Questions people actually ask
Before you get on a call.
Where are you?
Chișinău, Moldova. It sits between Romania and Ukraine, it’s an EU candidate country, and it has a 26,000-person IT sector. We work a shifted schedule that gives you 9:00 AM to 1:00 PM Eastern every working day.
Isn’t that next to the war?
It borders Ukraine. Moldova is not at war and is not a party to the conflict. We’ve had no conflict-related interruptions, we keep encrypted off-site backups, and we’ll walk you through our continuity plan before you sign anything — it’s a reasonable thing to want to see.
Do you really still work in Delphi?
Yes. We’ve built and maintained accounting, invoicing, warehouse, OCR and admissions systems in Delphi, and we’ve migrated one off it entirely. Very few people under forty have that experience, which is exactly why these systems are hard to staff and why we’re worth calling.
What if the codebase is genuinely a disaster?
Most of them are. No documentation, no tests, dependencies that no longer resolve, and a build that fails on a current machine. That’s the normal starting point for an audit, not a reason to decline one.
Who owns the code?
You do, from the first commit. Full IP assignment is in the agreement, signed before any work starts, and we’ll sign your NDA before you tell us anything technical.
Do you have SOC 2?
No. We have written security policies, role-based access control and documented offboarding, and we’ll share them. If SOC 2 is a hard requirement, we’re not the right fit yet — and we’d rather say that now than waste your quarter.
Tell us what’s broken. We’ll tell you if we can help.
Twenty minutes, no slides. Bring the stack, the history, and the deadline. If it’s not something we’re good at, we’ll say so and point you somewhere better — that happens often enough that it’s worth mentioning.
